Based on the analysis of the interaction of state authorities with youth associations in the 1990s–2000s, the authors conclude that engagement in such structures provides an opportunity to involve young people in social, economic, and political processes in the regions through project and regulatory activities. Expediency of activating such activities is justified, since it is in the process of such interaction that an active civil position of young people is formed.

The article describes the main conditions and principles of formation of the Russian parliamentarism, the brief description of basics of the electoral process at that time. As the leading factors in the development of the Institute of parliamentarism in our country, allocated: high degree of politicization of the Russian society, the lack of cooperation of legislative and Executive authorities, their isolation from each other, the fragmentation of the political-ideological spectrum, contribute to the high degree of competition of political parties and party factions.

В статье исследуются воззрения русского эмигранта Н. Е. Мурова, автора книги «Плоды народовластия» (Париж, 1923). Проанализированы проблемы, которые, с точки зрения автора книги, оказывали существенное влияние на российскую государственность. Важнейшими среди них представляются: взаимоотношения России и Запада, формирование оптимальной власти и ее задачи, деятельность органов народного представительства и партий, роль общественного мнения, место и роль образованного класса в системе общественных отношений.
