В статье рассмотрены основные проблемы и перспективы уко- ренения либеральных ценностей и институтов в политической культуре и политической системе современной России. Сделан вывод о том, что применительно к Конституции и другим поли- тическим российским институтам требуется переосмысление самой квалификации «либеральный», что у российской либе- ральной политики появится перспектива тогда, когда возникнет собственное российское понимание «либеральности».

В статье обоснована целесообразность и возможность системного подхода к изучению исто- рической памяти постсоветских обществ как предмету современных идеологических дис- куссий и политических исследований. Для выявления структурных и динамических характе- ристик исторической памяти предложено использовать категорию «мемориальная система современных обществ». Дана функциональная характеристика основных уровней «мемори- альной системы» и связей между ними.

The article analyzes the peculiarities of media influence on political culture in the society. The possibilities of applying media theories to the study of political culture are considered.

This article offers a new typology of forms of political participation and civic engagement by Martyn Barrett and Bruna Zani based on the analysis of previous theoretical concepts of political participation. In particular, it makes a distinction between traditional forms of political participation and less direct new or latent forms of political participation.

The types of images of Russian women parliamentarians in the context of the crisis of 2013–2017 are investigated. The author’s definition of the image of women parliamentarians is given. It is noticed that in historical conditions connected with the crisis in Ukraine, through the media channels, the images of women parliamentarians who defend the state position of the Russian Federation on issues of national interests are remembered. Two “crisis” types of image of women parliamentarians are defined: “statist” and “fighter for the orderliness”.

The article is devoted to the study of the concept of “information sovereignty” and the basic means of its implementation. The article reveals the reasons that have aggravated the demand of the state for the construction of information sovereignty. Moreover, the paper reveals the main components of it. Further in the item, the concepts of the “information shield” policy and the “information sword” policy are analyzed and conceptualized. The differences between them are detected, the resources necessary for their realization are analyzed.

The article presents an analysis of the documents of political parties and public discourse on civil control. On the example of parties belonging to the State Duma of the Federal Assembly of the Russian Federation, the characteristics of the main goals and tasks of political parties coinciding with the goals and tasks of civil control institutions are given.

The article analyzes the problems of protection of the rights and freedoms of an individual, and information about an individual on the Internet. The author defines the security characteristics and its provision by the law enforcement bodies of Russia. 

The article evaluates the likelihood scenarios of development of traditional representative democracy in the information society, thanks to the capabilities of modern information and communication technologies. It is noted that the transition to direct democracy mechanisms is the most unlikely scenario. It is only possible at the local level and directly related to the level of Informatization and development of information security systems. The most realistic at the present stage is the development towards the introduction of electronic deliberative mechanisms.

The article contains the results of exploration of Saratov city and regional deputies’ information openness level. Methods of the study are illuminated, an overall rating of MP’s in terms of their openness for the society is provided.
