The Transnationalization of Mass Media in the Globalization Process

The subject of this research is the transnationalization of mass communication as a phenomenon directly related to globalization. Based on the comparison of the views of different scientists, the author analyzes the place of the media and communications in modern society, in the transition of different social relations (economic, political) of the levels of competence of national States at the international, supranational level.

The Development of Modern Democracies in the Information Society

The article evaluates the likelihood scenarios of development of traditional representative democracy in the information society, thanks to the capabilities of modern information and communication technologies. It is noted that the transition to direct democracy mechanisms is the most unlikely scenario. It is only possible at the local level and directly related to the level of Informatization and development of information security systems. The most realistic at the present stage is the development towards the introduction of electronic deliberative mechanisms.

Political and Legal Factors of E-democracy in Russia

The article considers peculiarities of formation of e-democracy in Russia. The focus of attention is the state policy in this area: goals, objectives and mechanisms for its implementation. Its main result is the creation of technological and legal preconditions for implementation of electronic democracy mechanisms in political practice. The main disadvantage of its implementation, the author considers the lack of power structures and integrated approach to development of e-democracy, a simplified representation of it as only about new forms of political participation.
